The film stands out by critiquing institutional power through its political thriller storyline. It portrays the Time Lord High Council as corrupt, using science fiction to highlight systemic issues and centralized authority. However, the production is constrained by its 1976 context, particularly in terms of racial and LGBTQ+ representation. The focus on a homogeneous, aristocratic ruling class limits diversity and non-assuming gender matches what was assigned at birth identities. Overall, the film's strength lies in its portrayal of women in powerful roles and its critique of institutions, while still lacking in diverse casting and character identities.
