Downtime follows a traditional genre format typical of mid-90s British science fiction. It relies on established character legacies and military-driven plots without delving into multi-layered identities. While the film features a high-ranking academic role for a female character, the core conflict remains rooted in a masculine military framework. The setting and character dynamics reflect conventional Western hierarchies. Overall, the production lacks the necessary elements to challenge traditional representations of global security and authority.

The film does not include any explicit LGBTQ+ characters or stories. The focus is on military leadership and traditional character dynamics.
Victoria Waterfield holds significant influence as a university chancellor, breaking away from some gender stereotypes. However, the plot often shifts control back to the male protagonist, the Brigadier.
The cast mainly consists of characters from a conventional Western, primarily Anglo-Saxon background. Although the United Nations setting suggests a global scope, the specific characters do not represent a diverse range of cultures.
