Arbiter is a gritty reflection of post-Soviet disillusionment, prioritizing thematic deconstruction over demographic variety. It uses the crime genre to explore the breakdown of social structures and the failure of state institutions during a period of lawlessness. While the film lacks meaningful representation across LGBTQ+, racial, and gendered axes, it achieves complexity through its critique of authority. The narrative centers on a vigilante who provides justice where the law fails, challenging the legitimacy of the state. Ultimately, the work functions as a cinematic study of systemic collapse. It trades inclusive casting for a deep dive into the moral ambiguity of a society in transition.
