Both, despite being on opposite sides, have a common goal, to locate the whereabouts of one of the main leaders of the Jihad, known as The Jordan, to facilitate his elimination and precipitate the fall of the organization. In an atmosphere of mutual distrust, both will have to evade dangers, from summary executions to women sold into slavery.

AI Analysis
Raqqa: Spy vs. Spy is a geopolitical thriller that leans heavily into established genre tropes. While it avoids total homogeneity by featuring a multi-ethnic cast and addressing the systemic violence of the Syrian conflict, it remains anchored in traditional narrative structures. The film's diversity is largely incidental to its setting rather than a core thematic driver. It utilizes the suffering of marginalized groups, such as women in slavery, as a backdrop for a male-driven espionage plot rather than providing them with significant agency. Ultimately, the work functions as a standard intelligence drama. It incorporates ethnic variety through its protagonists but lacks the intersectional depth needed to disrupt conventional social hierarchies.
